FIS Congress History
FIS Congress
Representing the highest decision-making authority within FIS, the FIS Congress takes place on an annual basis, as a rule between May 15 and June 15. According to Art 10.3.3 of the FIS Statutes the Ordinary Congress shall alternate each year between physical and videoconferencing meetings.
The Congress establishes and modifies the Statutes and the International Competition Rules, reviews the business reports of the Council, the accounts and reports of the auditors and grants discharge to the Council. It approves the budget including the annual subscriptions and fees as well as the annual distributions to the Member Associations. The Congress elects the President, the Council and the auditors, affiliates and excludes Member Associations including Associate Members. Furthermore, it decides on proposals of the Member Associations and the Council as well as on appeals against Council decisions. The Congress accepts new or excludes current FIS Disciplines.
Each Member Association is entitled to have up to three (3) delegates in the Congress and each Member Association has at least one (1) vote. Member Associations having at least 10’000 members and having either participated with competitors in the then preceding FIS World Championships of any FIS Discipline or another FIS Competition; or have hosted at least one (1) international FIS Competition each year in the then preceding two (2) years receive a total of two (2) votes. Member Associations with at least 50’000 shall have three (3) votes if it also meets one (1) of the above requirements.
